Dynamic warm-up is used as a pre-activity routine.  It prepares your muscles for activity by increasing blood flow, enhancing muscle elasticity and increasing heart rate.

Foam rolling can be used both before and after exercise.  It provides soft tissue mobilization that allows your muscles to move with more efficiency and improves flexibility.
